SiRM helps with developing the sector-wide Standard of Indicators 2.0

SiRM supports the Dutch Ministery of Health to develop requirements for performance indicators. A previous collaboration between SiRM and Plexus has led to a standard that is currently in use to evaluate existing performance or quality indicators. SiRM will evaluate and improve that standard in collaboration with the Dutch Ministery of Health (Zichtbare Zorg), health care consumers, health care providers, health care plans and the health care inspectorate.

Within each health care sector these organisations work together to achieve transparancy of the quality of delivered care. Providers deliver data, which are translated into information (indicators). This information is used as choice information by patients and consumers, purchasing information by health insurers, supervision information by the health care inspectorate and improvement information by health care providers.

The Dutch Ministery of Health act to ensure that the information on the quality of care information is valid and reliable. In this context, the methodological requirements for usable indicators are systematically summarized in the Standard of Indicators 1.0. This standard shows that an ideal indicator scores high on four criteria:

  • 1. content validity,
  • 2. comparability,
  • 3. data registry reliability,
  • 4. statistical reliablity (chance).

The current assignment consists of two parts: an evaluation of the Standard of Indicators 1.0 and a subsequent evolution to version 2.0. This subsequent development will include consideration for ex-post evaluations of indicators, different statistical correction techniques and broad applicability.
